Branch Manager – Administrative Services
The International Pacific Halibut Commission (IPHC) is seeking to hire a Manager for our Administrative Services Branch (ASB). The IPHC is a public international organization and as such will consider applicants regardless of nationality or location. Non-US Citizens will be required to obtain a G-4 VISA for work in the USA. The IPHC Secretariat will assist in VISA acquisition.OVERVIEW:
The Branch Manager manages the day-to-day internal administrative activities of the IPHC, including, but not limited to services for finance (accounting), personnel (general admin, payroll, benefits management), and technology (IT). In this capacity, the Branch Manager provides management to a supervisory team who manage the finance, personnel, and technology service sections/teams, to ensure IPHC activities, policies and procedures align with international best practices and standards. The Branch Manager reports to the Executive Director and collaborates with other Branch Managers within the organization. Ideal candidates will have strong administrative, financial, interpersonal and organizational skills including the ability to prioritize tasks and meet deadlines in a rapidly changing work environment.

MAJOR DUTIES AND RESPONSIBILITIES
Primary Duties
I. Assist the Executive Director in carrying out IPHC activities, including but not limited to:
- Apprise the Executive Director of factors, influences, and events that affect the internal operations of the IPHC, including our financial interests and activities;
- The preparation and updating of policies, standards, guidelines, and procedures, as well as coordinating further development and implementation of the IPHC’s operational strategic plan, and area specific plans, to achieve organizational objectives;
- Collaborating with the Management Team (consisting of 3 managers and the Executive Director) on a broad range of topics affecting the organization.
- Managerial oversight of the three (3) service sections/teams within the Administrative Services Branch: finance, personnel and technology services;
- Managerial responsibility for all aspects of accounting, auditing, and other financial or related functions to ensure the financial integrity of the IPHC, including federal grants management and oversight from the perspective of the ASB;
- In collaboration with the Executive Director and our contracted accounting services provider, prepare financial reporting for the Commission;
- Preparation of operational budgets, and the development and maintenance of procedures for the budget and accounting processes, in accordance with the policies and procedures established by the Commission and prescribed within the IPHC’s Financial Regulations;
- Appraise the Management Team of finance, personnel, and technology factors, influences, and events that affect the operation of the IPHC, its interests, and activities;
- Serve as the primary point of contact and facilitator for meeting venue contract development and implementation, including supporting logistics.
Secondary Duties
I. Lead, advise and assist in carrying out IPHC activities, including but not limited to:
- Controls and supervises proper accounting and records of operational and special budgets, including all US federal grants;
- Manages cost control practices and cash flow;
- Coordinates and participates in internal and external audits;
- Interprets, implements, develops and/or recommends changes to rules, regulations, policies and procedures set forth by the Commission and the Executive Director;
- Directs and performs a variety of complex accounting duties, utilizing a professional knowledge of accounting principles and procedures in carrying out assignments;
- Supervise the development and administration of contracts and agreements between the IPHC and employees, contractors, and Contracting Party domestic agencies;
- Comply fully with all IPHC policies, including but not limited to the Business Ethics and Conduct, and to declare any actual or potential/perceived conflicts of interest;
- Assist in resolving human resource challenges through discussions with the Management Team and our external HR provider;
- Developing and implementing tools to encourage a healthy workplace.
III. Members of the Management Team are specifically prohibited from holding any interest in the Pacific halibut industry, either directly or indirectly.
MINIMUM REQUIREMENTS
Required:
- Master’s degree in at least one of the following: Administration, Finance, Business Management, or other related field;
- At least ten years’ of progressively increasing experience in managing large, multi-million-dollar operations;
- At least ten years’ of progressively increasing experience in the successful direction and supervision/management of personnel;
- Proven ability to effectively communicate in written and oral presentations to varied audiences;
- Proven ability to work cooperatively and professionally with people from diverse backgrounds, responsibilities, and positions on issues, and who have varying degrees of understanding of subject matter;
- Ability to prepare statements of work for analyses and evaluate performance;
- Experience in financial and contract management;
- Proven ability to prioritize and balance a shifting workload in a deadline driven working environment;
- Demonstrated capacity to foster a positive work environment.
SALARY AND BENEFITS:
Salary: This position is rated as an IPHC-GS-13. The position is expected to be offered
within the range of US$120,986 to US$141,152.

Relocation expenses: The IPHC may provide transportation (most direct and economical means from your designated home location to and from your duty station, as well as applicable Per Diem allowance (lodging, meals, and incidentals) in accordance with relevant IPHC travel policies.
